The network of Circle City Apeldoorn and Deventer was a guest at Vallei en Veluwe Water Board on 20 June. Circle City Partner Architecten_Lab made the decor for the redesign of the Veluwezaal, where circularity ultimately played a big role. Both the client and the contractor side shared with those present how this process went in practice, and choices were made to achieve the brilliant end result in an organization where circularity gets full attention.

The formal meeting room was formerly monofunctional and was used only for administrative meetings. The look was cold and gloomy. Not an attractive space that fits the DNA of the water council. A number of wishes therefore led to the renovation of the Veluwezaal: It should be an inspiring space that could be decorated flexibly and could accommodate meetings of various kinds. Meeting, brainstorming, meeting and hybrid gatherings, multiple use as an important part of the new feature. And it should be an open room that invites to enter.
The design for the renovation was made by Kor Zijstra, interior designer at Architecten_Lab from Deventer. Hisstra: “After the first design, the Danish Water Agency adjusted the request for a circular. This in-depth question led to the formation of a construction team that could better shape the innovation process to raise the bar. ” The circular design and implementation required the entire chain: builder, architect, contractor, installer, audiovisual expert and suppliers. The circular demolition company was present in the background via the contractor.
Under the leadership of CIRCO, the entire team participated in a series of workshops to discover together how to achieve the most circular process and result. This involved working with circular design strategies and business models, in search of circular innovation in three areas: technology, process and system.

The Water Council already in 2012 bought circular carpet (Interface) for its office. At the time, this was not yet happening out of a conscious choice about circularity. With the appointment of a circular presenter, the theme became more alive in the organization. Wim Van Vilsteren, project manager for circularity in the water council: “During the renovation, we looked at what could still be done with the existing materials. For example, the wood from the old ceilings has been used for the wall panels in the new design. Together with the builder, we looked at separating materials and recycling materials that were released. The old ceiling tiles were recycled in student housing in Utrecht, the interior facades were included in an online storage system at the demolition company, and the chairs were taken back by the supplier and repaired. ”

“Besides recycling, we also looked at ‘what should we no longer buy or place’. As a result, furniture that can be used multifunctionally has been purchased or made. Because the hall has become a meeting place, there is also a need for flexibility in terms of set-up.
Different setups can be made in an instant. The benches have an extra high back, so this furniture can also function as a room divider. The tables can be tilted so that they can be used as a white or magnetic board, ”says Hisstra.

The furniture is made mobile with wheels, which makes it easy for users to move. This means that the facility company is no longer obliged to change the setup. This saves energy from humans, but also means that space is being used faster. The hall is really connected to water, so more in line with the water board. ‘Clouds’ can be seen in the carpet, which changes to ‘water’. This also symbolizes the cyclical thinking within the organization of the Vallei en Veluwe Water Board.
The project has been realized with a high circular ambition through six initiatives:
1. Optimization of use by being able to use the existing space more intensively in the new situation;
2. Keep the valuable in recycled materials within the project. The wooden ceilings are used for the wall cladding, which also gives a favorable acoustic effect;
3. The furniture and audiovisual equipment had a kind of “as a service” supply model;
Connections of new and used materials are designed in such a way that they can be dismantled efficiently. For example, the carpet is not glued to the floor and the slats are not glued to the wall.
5. New materials were also selected for their score in the proportion of recycled raw material or bio-based properties. The new floor covering is a recycled product from PET bottles.
During the demolition, it was mainly dismantled to give as many used products a new life as possible. For example, the ceiling tiles and folding walls have been recycled on a studio housing project in Utrecht.
The water council is involved in all forms of water management. “We manage the water in an area of more than 245,000 hectares with 1.1 million inhabitants and approximately 20,000 companies. In addition, we take care of flood protection and we treat the wastewater. With the largest strategic drinking water supply, Veluwe is very central. We are noticing that the pressure on water is increasing and that it is becoming increasingly difficult to meet demand. It is urgent as the climate changes faster and faster. Problems that we do not want to pass on to future generations, ”says van Vilsteren. “This requires a reorientation of our water management. How can we keep the water longer where it falls. It also requires building new chains that are not immediately thought of. Circularity is also about building these chains. I think that is the biggest challenge. ”
Water management and the growing shortage of it affect various challenges in the region, such as housing and the conversion of agriculture. How can we ensure that the demand for drinking water for new homes to be built in our region is limited? That we go from 120 liters of drinking water consumption to 50 liters per person per day. What other water sources can you use to flush or flush your toilet? And can we make agreements with agriculture, where crops are grown that not only provide food, but can also be used as raw materials in construction? From a water management perspective, this perspective provides if it contributes to the restoration of the soil fungal effect and better water quality.
Tetra Aquatica is designed as a conceptual framework for handling water in a different way. It is based on Trias Energetica. Van Vilsteren: “We naturally assume that the new construction sites will be built in such a way that they contribute to a healthy, climate-robust living environment with the lowest possible CO2 emissions.2-footprint. At our own location in Apeldoorn, measures have been taken to also serve as an example. We want to inspire others and at the same time contribute to a healthy living environment through green roofs, permeable pavement, a tiny forest, food forest, generate our own solar energy, aquatic thermal energy, which we heat and cool our building with.
In general, we can say that circular work goes far beyond the boundaries of your own tasks. We are often still hindered or insufficiently supported by legislation and rules. It is difficult and at the same time challenging and leads to big steps, which we have also seen during the renovation of the Veluwezaal.
