What do you want to do?
The province is changing at a rapid pace due to digitization and automation, this is the “common thread” in the organization’s strategy. To this end, there is a close collaboration between representatives from the different parts of the provincial organization (the business tasks and domains: Operational Management, Urban and Rural Environment and Mobility and the staff departments Concern Control, Administrative and Management Support and the State Registry).

Within the province of Utrecht, a number of programs and projects are underway to improve information provision and support digital transformation and data-driven work.

Examples include:

  • Digitization of our grant processing;
  • Improving our business processes;
  • Introduction of tools within (digital) collaboration;
  • Preparation for the introduction of the Publicity Act (Woo);
  • Digitization of administrative decision-making (BBV);
  • Smarter with computer program;
  • Data Integration & Data Warehouse
  • Data-driven Control IT
  • Business Intelligence
  • Cluster Data Knowledge and Insight (DKI);

What do you want to do?

  • You support budget managers, budget holders and employees in achieving the financial and time targets for both budget and realization.
  • You monitor the quality of the financial administration for accuracy, completeness and timeliness;
  • You contribute to the preparation of monthly status reports
  • You are responsible for the financial information for, among other things, the internal and external Planning and Control products for the Business and Financial Controller
  • You ensure coordination between (multi-year) utilization and project budgets
  • You provide solicited and unsolicited advice on policy changes and intentions
  • You proactively identify financial risks and opportunities and advise budget managers and budget holders on this
  • You identify and advise (solicited and unsolicited) regarding improvement opportunities in administrative processes and you participate in improvement processes regarding business management topics
  • You are co-responsible for describing processes within the I Control team

Who are we looking for?

  • A completed HBO degree in finance or economics (Business Economics or Business Administration);
  • Experience with public finances and knowledge of managerial decision-making.
  • Experience with the Planning & Control system
  • Knowledge of and experience with risk management and quality assurance; Excellent ability to identify and manage risks (Risk Management);
  • Demonstrable negotiation, counseling and communication skills;

Personal characteristics

  • Planning and organization with a view to delivering the desired result (Result Oriented and Progress Control);
  • Communicative and advisory skills, both written and verbal (persuasiveness);
  • Insight into the functioning of the public administration, the provincial organization and the associated decision-making circuits (organizational sensitivity);
  • Analytical skills;
  • A service-oriented attitude
  • Ability to handle different interests and conflicts of interest
  • Belonging to ICT is a plus

  • a two-year temporary employment contract of 32 to 36 hours per week with a view to employment for an indefinite period;
  • a salary of a maximum of €5,119.70 gross per month based on full-time employment of 40 hours per week (scale level 11); (the salary is excl. CAO increase 1/7-2022)
  • an Individual Choice Budget of 22.37% on top of your monthly salary, which you can choose yourself when it is paid out;
  • 18 holiday days and a generous ATV scheme with a maximum of 25.5 extra days off based on full-time employment;
  • good pension accrual;
  • a personal development budget of €5,000 every five years;
  • the opportunity to develop yourself through the courses offered by the Utrecht Academy.

The province of Utrecht has a decentralized policy, where the domains manage and further develop their own specific information facilities. I&A provides the generic information facilities and the specific information facilities for the Business Operations domain. Important aspects here are:
